ADR-031 (draft) — Eval Packs: a portable, versioned eval suite keyed by subject × use case

samples/Galaxus.RecommendationAgent{,.Evals} was deleted on 2026-09-08 (no dependents; its patterns are taught by AgentEval.Samples/EvalJoin and AgentEval.PartnerDeskDemo.Evals, its realistic case by the standalone VITRINE repository). References to it below are historical and deliberately unchanged — they record what was measured, and where. The findings it produced moved to docs/findings/.

Location note (superseded 2026-09-05): the two companion documents this ADR used to defer to — EvalPacks_Design.md (the reduced-scope design) and EvalPack_Galaxus_WorkedExample.md (the worked evidence) — lived in strategy/Galaxus/, which is gitignored and local-only, so no reader of this repository could ever open them. Both were deleted on 2026-09-05 and everything this ADR depended on them for is now stated in-repo: S1–S5 in §0.1, the findings V1–V7 in §0.2, and the portability verdict in §0.3. This ADR no longer points outside the repository for anything load-bearing.

Status: REJECTED AS SCOPED — adversarial verdict 2026-09-04: DON'T BUILD the pack as scoped. SHIP REDUCED.(one name with the README index: §12.3) What survives: five items, no new format, no new root, no new verbs — S1S5, stated in full in §0.1, which is the authoritative statement of them. The findings that sank the format and set the Stage-2 gate are V1–V7 in §0.2. pack.json is Stage 2, unproven, gated on a real second use case. Why this body is kept: it is the record of what was rejected and why. Nothing below §0.3 is scheduled, and where the body disagrees with §0.1–§0.3 or with ADR-030, the body loses. The worked example's load-bearing claim was re-measured against the tree on 2026-09-05 rather than cited: samples/Galaxus.RecommendationAgent.Evals makes 0 references to IEval and 59 to MAFEvaluationHarness. Confirmed. (The "nine ports gated on AE-06" figure was not re-measured and must not be quoted as current.)

Amended 2026-09-07 — §12.2 rows 1–2: compare is a root verb (Program.cs:781); the 0 / 59 counts are now 3 files / 66. The verdict rests on V1/V2/V4/V5/V6, not on the count. Original status line (retained): PROPOSED — design only. No code written. Depends on: ADR-030 (meta-evaluation: floors, controls, exact tests) · AE-01 (assertions → AssertionResult) · AE-05 (undecidable) · plan-13 T3.11 (deferred agent-manifest ADR). Supersedes nothing. Forks nothing.

Standing rule obeyed: no new result model. EvalResult / EvalScore / ScenarioResult / AssertionResult are the only carriers. The pack is an input artifact and a run reference; it never becomes a sixth result type.


§0.1 THE FIVE SURVIVING ITEMS (S1–S5) — THE AUTHORITATIVE STATEMENT

Restated in-repo on 2026-09-05, because the companion document that held them (EvalPacks_Design.md) lived under strategy/, which is gitignored: the header's link to it did not resolve from docs/adr/, and the surviving scope existed only as one sentence. That file has since been deleted. Anyone reading this ADR to find out what is still on the table reads this section.

Wave 2, 2026-09-06 — what moved, and what the ADR got wrong

S2 shipped, and the row is wrong as specified by one site of two. Plan item 7.2's acceptance is "both sites carry a real input", naming EvalResultPersistence.cs:79 and DirectoryExporter.cs:182. Measured: DirectoryExporter.ExportThroughStoreAsync builds its ScenarioResult from EvaluationReport.TestResults, whose element type is TestResultSummaryName, Category, Score, Passed, Skipped, DurationMs, Error, StackTrace. There is no input on it. That site's Input: "" is honest rather than lazy, and the acceptance cannot be met without widening a public reporting model that feeds the HTML and JSON exports. 7.2 should be restated as one site plus a separate decision about TestResultSummary.

⚠️ What S2 DOES move, declared (added by the Wave 2 review, 2026-09-06). The byte-identity claim above is about producers that do not set the field, and the row said nothing about the three that do. It is a one-directional, additive change and it is stated here rather than left to be discovered:

Blast radius: future runs of those three runners only. Nothing already on disk moves — no stored file is rewritten, and none of the 46 stored manifest hashes changes. What a reader must expect is that a content-hash comparison of a scenario file written by one of those three runners across this commit reports a difference, and that the difference is two added fields and no removed or altered one. Falsifiable: git show 71bc44c3 -- src/AgentEval.Compliance.Gdpr is the whole change at that site, and StimulusHashTests.TheCompositeRunners_PassTheirInputThrough fails the moment one of the three stops passing its input.

Two properties of S2 that are load-bearing and were asserted rather than announced. ScenarioResult.StimulusHash is a non-positional init-only member defaulting to null, and the store serialises with DefaultIgnoreCondition = WhenWritingNull — so an eleventh positional parameter never breaks a construction site, a producer that does not set it writes byte-identical scenario files, and none of the 46 stored manifest hashes moves. ⚠️ Corrected by the Wave 2 review: that claim shipped asserted against s_storeLike, a hand-built COPY of the store's options, so it would have stayed green if the shipped store's DefaultIgnoreCondition ever changed and every scenario file silently grew a "stimulusHash": null — the bar supplied by something other than the artifact under test. It is now also asserted end-to-end through FileSystemOutputStore (ScenarioFileOnDisk_HasNoStimulusHashKey_WhenNoProducerSetOne), proven red by setting the real store to JsonIgnoreCondition.Never: the on-disk test fails and the copy-based one still passes. And SameStimulus returns false when either side is null: "nobody computed a digest" is not "the digests match", and collapsing them is the silent-{} shape ADR-030 §4.2 rejects — it is precisely the behaviour S5 exists to refuse.

S5 is unblocked by one fifth, not unblocked. Finding V1 lists five facts a run must carry for compare to be a pure function of two run directories: the eval's key, its version, the effective bar, the floor and the judge fingerprint — plus the stimulus. S2 landed the stimulus. A compare that refused on one of five would be refusing on a partial view and would report "comparable" for pairs that differ in the other four, which is the flattering direction. The remaining four are still not recorded on a run.

Wave 7, 2026-09-06 — S5 measured, S1's acceptance met on its second clause

S5's "unblocked by one fifth" is now EXECUTED, not argued. A real run directory was inspected (.agenteval/subjects/agents/AgenticSampleAgent/runs/2026-05-18_10-07-05_cc672600): a scenario file carries id, name, input, output, passed, score, metrics, assertions, duration, estimatedCost; summary.json carries schemaVersion, runId, verdict, stats, metrics; manifest.json carries solution, subject, run, git, agentEval, environment, contentHash. Five of V1's six comparability facts are absent, and the sixth is absent from that run too because it predates 71bc44c3. A compare built to Phase 7.5's acceptance today would therefore exit 13 on every pair of runs in this repository — its success path would never execute on real data, leaving a command with one reachable outcome. The prerequisite is recording the other four facts, which is not compare's work. MASTER_PLAN §0.5 rank 7 lists S5 as blocked on "Nothing"; that cell is refuted by the above. MEASUREMENT_STATUS §58.

S1's second acceptance clause SHIPPED (311e3889), and the mechanism stays deferred. Phase 7.1's acceptance is "two runs coexist; the model id is recorded". Clause 1 was already true and is re-verified by execution — the store holds hundreds of dated archives beside its thirteen canonical keys. Clause 2 was false on every canonical key: eval03_controls and eval07_topology carried Label, their payload and RunAt and nothing about what produced them, in a suite that resolves two configurations and whose canonical file holds whichever ran last. A SnapshotProvenance block is now attached at the single write chokepoint, naming the resolved embedding space and the configured chat deployment, with a note in the file saying configured is not called. The IOutputStore migration itself is unchanged and still deferred — verified against the type rather than re-read: ScenarioResult has no label and no measurement state, MeasurementState exists only on EvalScore, and the serialised half is MASTER_PLAN 3.4 part (ii), which Q4 defers. MEASUREMENT_STATUS §57.

S1 is deferred, and the reason is a dependency rather than effort. Half its stated defect is already gone: EvalResultStore.Write<T> archives the previous file under its own last-write time before the new one lands, so two runs already coexist and "overwritten each run" is stale. The remaining half — the migration itself — would push the Galaxus snapshots' NOT COMPARABLE / VOID / INAPPLICABLE cells into a ScenarioResult, which cannot express any of them on disk until ADR-030 Slice 1.4 lands. That is Phase 5.2's stated blocker one layer down, and doing it first would force an undecidable into a number — the exact defect ADR-030 exists to prevent.

Wave 9, 2026-09-07 — S5 BUILT, and the two runs it compares were produced rather than assumed

The blocker was cleared by 03242a1d and nothing replaced it. Wave 8's close-out could only claim reachability — seven ToScenarioResult call sites, three of them on the built-in stub — because an isolated-workspace probe failed at init-workspace and writing into this repository's own .agenteval/ would have destroyed the snapshot invariants it was measuring. Both are true and neither is a blocker: init-workspace refuses (exit 1) with "Could not find a solution root (.sln, .slnx, or .git)", and one empty .sln file in a scratch directory is the whole fix. This wave produced five real runs in an isolated workspace — three bench gdpr smoke (stub judge, opted in by AGENTEVAL_ALLOW_STUB_JUDGE=1) and two bench mitre atlas-smoke (built-in stub agent) — with every credential environment variable unset, and summed estimatedCost over all 86 scenario files is 0.0.

Both outcomes are reachable on those runs, which is the clause the first S5 was refuted on. Measured with $? on every invocation:

Three axis states, not two, and that is the whole design. An axis both runs recorded and that differs is a mismatch. An axis exactly one run recorded is also a mismatch — an asymmetry is a difference, not a gap. An axis neither run recorded is Unpinned: it is counted, printed as a blind spot, and refused under --strict. Reading it as a match would be the silent-{} collapse ADR-030 §4.2 rejects and that StimulusHash.SameStimulus already refuses; reading it as a mismatch would restore the one-reachable-outcome defect. Both are wrong, and the third state is what is left.

🔴 The chance floor is deliberately NOT a comparability axis, and the ablation is the argument. V1 lists it among the six facts, and it is carried — but a floor answers "is this score above chance?", not "did these two runs measure the same thing?". No shipped eval records one (§69: ChanceFloor appears in 4 files in src/, intersection with the 74 IEval implementations is zero), so gating on it makes the success path unreachable. Ablated: gating on the floor takes compare to exit 13 on BOTH real pairs — the same-stimulus pair and the different-stimulus pair — which is precisely the one-outcome command Wave 7 refuted. The floor is therefore reported against the DELTA ("n of m matched scenarios recorded no usable chance floor; their deltas cannot be read against chance") and never against the verdict.

Census stale — §12.2 row 6: 7 / 79 / 1; one shipped eval (the door, FloorAdmittedEval) now records a floor on every result. The conclusion — the floor is not a comparability axis — stands.

⚠️ JudgeSubjectRelation has NO POSITIVE SPECIMEN and is not gated. Every one of the five runs records unknown, because no shipped producer declares EvalInput.SubjectModel — §69.11's finding, re-observed here on runs made for this purpose. compare surfaces SameModel as a loud finding and gates on nothing derived from it; the SameModel / DifferentModel branches are exercised only on hand-built facts in RunComparisonTests, and that limit is stated in the test itself rather than papered over.

🔴 EXIT 13 IS A CI-READER CONTRACT ADDITION AND WANTS DECLARING IN A RELEASE NOTE. Before it, ExitCodes topped out at GateIndeterminate = 11. §8.4 reserved 13 for exactly this and reserved 12 for InstrumentVoid; 12 is deliberately not added, because it belongs to S4, which is gated on the open user decision Q5, and a documented code nothing can return is worse than none. MEASUREMENT_STATUS §67.5 recommends shipping this alongside the sample's exit-3-vs-11 reconciliation (plan 8.10 / N-18) in one release note, since both spend the same reader's attention. N-18 is still not taken — it is a framed decision, not this wave's.

⚠️ S3 as originally written is refuted by the ADR it depends on

The header sentence said S3 was EvalScore.ChanceFloor + Applicable + "inapplicable". ADR-030 was ratified on 2026-09-05 and two of those three no longer exist as designed:

EvalScore.ChanceFloor (a nullable init-only property) CUT — ADR-030 §3.2 / finding D6. A composite has a Score and cannot have a floor, so the node consumers actually read would carry chanceFloor: null forever; and the number without its derivation is unusable. Floors live in EvalDetails.Dimensions["chance_floor*"] plus one EvalEvidence("chance-floor", kind, derivation)zero schema change. The typed floor object lives at the suite level in FloorComparison.
EvalScore.Applicable (a bool / bool?) REJECTED — ADR-030 §4.2. A tri-state bool? is the silent-{} shape: null reads as "nobody set it" and the first consumer writes ?? true. EvalScore.Measurement, a MeasurementState enum with a real named default (Measured / NotApplicable / NotMeasured), guarded by a backing field + validating init accessor on both Measurement and Passed.
label "inapplicable" KEPT — ADR-030 Slice 1.4, and it is the one schema change budgeted for the entire programme (schema v1.1, label enum gains "inapplicable", score.measurement added). Unchanged.

Consequences for this document's body, which was written before those rulings and has not been rewritten: every reference below to EvalScore.ChanceFloor, EvalScore.Applicable, IChanceFloor or FloorGatedCodeEval — including §6.5, the C4/C5 rows, and the floor.Value mapping row — is stale. IChanceFloor and FloorGatedCodeEval were also cut by ADR-030 (finding D1: a FloorDerivationContext carrying a full EvalInput lets the arm size its own null, which is worse than the convention it replaced, because a reviewer would trust it). Where this body disagrees with ADR-030, ADR-030 wins; the body is kept as the record of what was rejected, per the header.

minApplicable (§6.5) survives in spirit and needs one substitution: the denominator is ObservationCensus.Measured / Total, not (Total - Inapplicable) / Total, because ADR-030 splits the excluded cases into NotApplicable (a corpus finding) and NotMeasured (an operational finding), and pooling them hides which one you have.


§0.2 THE FINDINGS THAT SANK THE FORMAT — V1–V7

Restated in-repo on 2026-09-05 from EvalPacks_Design.md §1.2, which is deleted. This is the authoritative record of why the body below is rejected; it is not a summary of it. Every "verified" claim was checked against the tree at the time of the verdict, 2026-09-04.

V1 Comparability does not need the manifest. The draft concedes it in its own §5.2: per-case hashes recorded on the run make the REDRAWN set computable "without either pack still being on disk". Extend that one sentence to the eval's key, version, effective bar, floor and judge fingerprint — all of which the runner knows at execution time — and pack compare becomes a pure function of two run directories The manifest's comparability role evaporates. What remains is authoring, and per V3 there is no author who is not also a compiler user
V2 One contentHash over the whole manifest kills the feature on first use. The draft hashes pack.json entire — including provenance.generatedAt, git.commit, pack.description, every controls[].expectation prose sentence. Re-running pack hash --write on a different commit produces a different hash for a byte-identical set of rules. Every historical baseline classifies RULES_CHANGED, pack compare exits 13 and prints nothing, and --allow-incomparable is in every CI script within a month. The draft's own §1.3 promises "PATCH — prose only … hashes unchanged in the fields that gate" and no such hash exists in its schema — a straight internal contradiction If the pack is ever built, three hashes, not one, is non-negotiable
V3 The worked example does not fit the format, and the draft never prices the rewrite. Verified: grep -c "IEval\b" over samples/Galaxus.RecommendationAgent.Evals returns 0. Nine evals are public static class EvalNN_… { static Task<int> RunAsync(…) } that print to Console and return exit codes. Zero EvalResult are produced. V4 Portability delta over the status quo is zero. A pack needs the agent, the eval assembly, the domain predicates, the host project and a multi-turn harness. All five are in this repo. The set of people who can run a pack is a subset of the set who have the repo — and everyone with the repo can already type dotnet run --project samples/Galaxus.RecommendationAgent.Evals -- 3 The honest name is hashed run archive with a declarative index, not portable eval suite. See §0.3
V5 RunManifest.Pack charges a hash-format break to every benchmark family in the product. CanonicalRunManifestConverter writes every property unconditionally — which is why seed/tag/workspaceTag are absent from all 46 on-disk manifests yet still in the hash domain as explicit nulls. Adding a pack block emits "pack":null for every run, invalidates all 46 stored hashes, and turns agenteval doctor red workspace-wide The pack reference belongs in summary.json (projected by CanonicalJsonProjector, so an added optional field affects only runs that carry it). Zero hash change, zero migration. This is why S2 must not touch RunManifest
V6 Format proliferation. The draft adds 4 persisted document kinds (pack.json, controls.json, profiles/expected.json, PackBaseline), 1 new root, retires 0, and forks baselines a fourth time (MemoryBaseline, the empty RunSummary slot, ISkillBaselineStore's ledger, the Gatekeeper cert — then PackBaseline). Its own §10 Q4 says "a third fork is the failure state" and then ships the fourth Fill the empty baselines/ slot with the shape it already declares. Do not add PackBaseline
V7 profiles/expected.json is dead data by construction. The draft proves that archetypes.json's expected_scores has zero readers in src/ and zero hits in report.html — then reproduces its shape as advisory. A hand-written number that gates nothing and cannot go stale detectably Cut it. The correct replacement is a principle: "a degenerate expectation must be realised as a control, not declared as a number." Same family as ADR-030 §3.2

The one capability that justified any work at all, and it is real. Verified: EvalResultStore.cs writes {key}.json into .agenteval/samples/…/snapshots/ and overwrites it every run. The directory holds exactly five files, one per eval — no run id, no timestamp, no history — and the tree is gitignored.

There is never a second data point.

So "coverage moved 0.6088 → 0.4583 — was that the agent, the corpus, or the judge?" cannot currently be asked, because the previous number is gone and nothing recorded what produced it. The proof that this hurts today was already on disk at the time of the verdict: MEASUREMENT_STATUS.md §2.3 reported the live coverage column as 0.076 (correctly labelled a --dry-run stub) while the store held a live run at 0.6088 — a hand-maintained numbers table gone stale against the machine, exactly as its own §9 ("do not edit a number in this file by hand") anticipated. That is what S1 and S2 buy. Everything else on the pack's list is already available or actively made worse by serialisation.


§0.3 PORTABILITY — THE RECORD / TEMPLATE SPLIT

Restated in-repo on 2026-09-05 from EvalPack_Galaxus_WorkedExample.md Part 4, which is deleted. This supersedes §9 of the body below, whose sentence "portable as an executable suite to any machine that has (a) the eval assembly and (b) the host project" is the specific claim the worked example refuted.

Three things that sentence does not survive:

  1. There is no eval assembly. Zero of nine evals implement IEval; evals[].key is the pack's stated portability boundary and it resolves nothing.
  2. It is not portable to a second subject inside this repository. Eval 09 needs two subjects in one pack; Eval 07's subject is the workflow. Before any question about someone else's agent, the pack cannot express this suite.
  3. Everything that carries information is corpus-shaped. The cases are 14 hand-authored adversarial turns against 99 hand-authored SKUs; the floors are hypergeometric functions of this pool; the thresholds are choices about this corpus; the special-category term list contains wahl.

Two artifacts are hiding inside one word, and separating them is the finding.

(A) The pack INSTANCE — a record. Audience: this team over time, and a reviewer who has never run it. It answers did the bar move? did the corpus move? is this the same measurement as last month? what does a 0.6088 mean — against what floor, on which corpus, under which control ledger? The comparability machinery earns its keep here and only here. This is what S1, S2 and S5 build.

(B) The pack TEMPLATE — the actually reusable artifact, and it needs its own schema. The same evals[] / controls[] skeleton with no corpora[], floor.kind present with from unbound, thresholds absent, control expectations as prose with implementedBy: null. Not scheduled; recorded so the distinction is not lost.

What a second consumer can actually take, at zero edits: the five floor formulae (AtLeastOneHit(pool, favourable, k), AvoidsAll, 1/N forced choice, exact two-sided sign test, 0.5^n/0.25^n conjunctions, 1/k! for order) — and these are library material, ADR-030 §4.3–§4.4, not pack material; they should ship in the library rather than be copied per consumer; the seven control archetypes (hallucinator, uncited-but-grounded, single-pass, persona-blind, rubber-stamp loop, constant-policy ceiling, grader-sanity-both-directions) as names, expectations and the both-directions rule; the pairing invariant (every prohibition has a permission partner on near-identical input — the sharpest instance is a byte-identical utterance under opposite policy); the six defect classes split 4 hard / 2 soft; and the gate discipline as schema — a floor required per eval, undefined demanding a reason, controls before scores, VOID ≠ FAIL, "nothing measured" ≠ "passed", an empty denominator failing closed. That last row is the actual product of this ADR and it is 100% transferable.

Does not transfer at all: the 14 integrity cases · 12 personas · 38 derived gold tokens · 99 SKUs · every floor value · every threshold value · the judge rubrics' wording · wahl · the host entry point · all nine eval implementations.

The sentence that replaces §9's:

A pack is portable as a record of a measurement: it survives a machine change, a clone, a CI runner, a six-month gap and a reviewer who has never run it, and it is what makes two runs of the same thing comparable and two runs of different things refuse to compare. It is not portable as a suite: its cases are its corpus, its floors are functions of that corpus, its predicates are code, its subject is code, and its evals may not exist as IEval at all. What a second consumer can take is the template — the control archetypes, the defect taxonomy, the floor formulae, the pairing invariant and the gate discipline. That is a different artifact with a different schema, and calling both of them "a pack" is how the promise gets overstated.


§1. IDENTITY

1.1 A pack is (subject × use case), versioned

subject reuses SubjectRef exactly. kind stays the locked two-value enum {agent, workflow}; additionalProperties: false on subject.schema.json is not touched. The pack does not invent a third subject kind — a workflow pack is a pack whose subject.kind == "workflow", and workflow-specific evals (HaveTraversedEdge, topology) are simply eval keys in its evals[] list.

Three versions, three different things, all present:

1.2 Same agent, different use case

Two packs for one agent are siblings, not variants:

They share a subject block byte-for-byte, and MAY reference the same corpus file by relative path (../_shared/personas.jsonl) — in which case both packs record that corpus's caseHash independently and a change to it makes both incomparable, which is correct.

Comparability is scoped to (subject.name, useCase) and never crosses it. A retail-recommendation-integrity baseline and a conversational-quality baseline are not two measurements of one thing; the tool refuses to compare them by pack id mismatch before it looks at any hash. Pooling scores across use cases into one headline number is out of scope by construction — there is no cross-pack aggregate in this design, deliberately.

1.3 pack.version bump rules (enforced by pack validate --strict)

  • PATCH — prose only: description, rationale, derivation strings, tags. Hashes unchanged in the fields that gate.
  • MINOR — a case added, an advisory control added, a new eval added with gate: "advisory". corpusHashes change ⇒ old baselines become incomparable regardless of the version number. The version is documentation; the hash is the mechanism.
  • MAJOR — any threshold, thresholdMode, floor derivation, gating control, gate rule, or eval removal. These change what pass means; a major bump without a baseline re-take is a pack validate error.

The version is never the comparability test. §5's hashes are. The bump rules exist so a human reviewer sees intent in the diff; the tool never trusts them.

2.2 The three options, and why the third wins

Option Verdict
A — extend .agenteval/benchmarks/<subject>/ REJECT. Level 1 of that directory is already overloaded: it is a family name in benchmarks/agentic/<subject>/<ts>/ and a subject name in benchmarks/longmemeval-agent/. Adding a third meaning is the W6 collision, not a generalisation of it. And a benchmark's corpus is the suite's identity — LongMemEval-S is the same corpus for every consumer — whereas a pack's corpus is bespoke to one agent and versions with it. Those are opposite lifecycles under one folder.
B — .agenteval/evals/<pack>/ REJECT on one line of .gitignore. The repo root ignores .agenteval/ wholesale with the comment "machine-specific, not for distribution". A portable, reviewable, versioned artifact is the exact opposite. Rescuing it needs a negated allow-list (.agenteval/* + !.agenteval/evals/), which is fragile on case-insensitive Windows filesystems — a hazard this repo already annotates elsewhere in the same file — and it leaves the stated purpose of the tree self-contradictory.
C — committed agenteval/packs/… + existing .agenteval/ run tree ADOPT. One new root, zero changes to the ignore rule, and the input/output split becomes literal: everything under agenteval/ is authored and reviewed, everything under .agenteval/ is generated and disposable. "Portable" becomes a cp -r.

What C explicitly does NOT do: it does not create a pack run tree. Pack runs go through IOutputStore into subjects/<kind>/<name>/runs/<runId>/, where run ids, contentHash, doctor verification, history.jsonl and runs-index/recent.jsonl already work. The only wiring needed is a pack block on RunManifest (§3.4). This is the single largest reuse in the design and it is why Convention 5B — "every benchmark family that writes audit-grade evidence MUST persist it through IOutputStore" — is satisfied by construction rather than by discipline. The pack runner never calls System.IO.File.

PackLayout calls FileSystemLayout.Sanitize — the public, collision-hashed one — rather than growing a local copy. The AgenticBenchmarkReporter.SanitizeForPath divergence (weaker rule, different directory for the same subject on Linux) is the failure mode this avoids by reference, not by re-implementation.


§3. pack.json — THE MANIFEST

3.1 Design rules encoded in the schema

  1. Code is never serialised. An eval is {key, version}; the registry resolves it (§8.3). A pack referencing an unresolvable key fails at load, before any spend.
  2. A floor is a derivation, never a value. evals[].floor.from may reference only $pack.*, $corpus.*, $case.* — enforced by a pattern in the schema. $result.* is unrepresentable. This makes the sample's recorded defect (an arm sizing its own null at k = PresentedCount) impossible to author, which is the only acceptable form of promoting that mechanism.
  3. Every enabled eval carries a floor block. undefined with a reason is the explicit opt-out — a declaration of undecidability, not an omission. required: ["floor"].
  4. Thresholds are floor-relative by default. thresholdMode: "above-floor" means the effective bar is max(threshold, floor + margin); a score at or below its floor is never a pass.
  5. contentHash is self-referential and zeroed during hashing, exactly as RunManifest does it, with a hand-written alphabetical canonical writer so that adding a field forces an intentional edit.

The canonical writer's doc-comment states the rule this follows: "a new manifest field forces an intentional update to this converter — protecting the hash format from accidental drift." This is a hash-format change; per the v0.8.1-beta precedent no migration tooling ships — existing runs keep their old hashes and doctor re-verifies them under the old shape only if they carry no pack block. Fresh runs regenerate.


§4. CASES — reuse DatasetTestCase, and be honest about the rest

4.1 The rule

Data declares arguments. Code supplies predicates.

DatasetTestCase already has Id, Category, Input, ExpectedOutput, Context[], ExpectedTools[], GroundTruth, EvaluationCriteria[], Tags[], PassingScore, Metadata. Everything a Galaxus IntegrityCase declares is either one of those or an entry in Metadata. Nothing new is invented; JsonlDatasetLoader loads it unchanged.

4.2 Galaxus C-01 and C-02 as JSONL

4.4 What CANNOT be expressed declaratively — and what happens to it

Five kinds, each with a stated resolution. None is hand-waved.

(1) Predicates over domain objects. IntegrityCase.IsForbiddenCategory(Product) walks Product.CategoryPath. The declaration (forbiddenCategories: ["Gaming"]) serialises; the predicate needs the live catalogue. → Resolution: the predicate lives in the eval, resolved by key. catalogue_integrity@1.0.0 is code in Galaxus.RecommendationAgent.Evals; the pack supplies its arguments. A pack that names an eval key the loaded assemblies do not register fails at pack validate, before spend. This is the general rule and it is why evals[].key is the pack's real portability boundary.

(2) Agent surfaces. AgentSurface.WithCommitTools names RecommendationAgentFactory.CreateWithCommitTools(). Per the CLI lane, the CLI can construct exactly two SUT shapes (a plain OpenAI/Azure chat deployment, or Copilot Studio); a tool-using agent with approval-gated commit tools is not one of them. → Resolution: host.requires contains "surfaces"; IPackHost.ResolveSurface(string) maps "with-commit-tools" → the factory. An unknown surface string is a load failure naming the string and the host type, never a silent fallback to the default surface. (A silent fallback here would flip C-12 from a real prohibition to a floor-1.0 no-op — the exact shape the case exists to avoid.)

(3) Live tool-state mutation. SimulateOptOut requires GalaxusTools.OverrideProfile(profile.WithPersonalization(false)) for the duration of one turn. → Resolution: host.requires contains "profileOverride"; IPackHost.BeginCaseScope(DatasetTestCase) returns an IAsyncDisposable the runner wraps each case in. Declared-and-unsatisfied ⇒ load failure.

(4) Multi-turn priming. PrimingUtterance sends an ungraded turn on the same session first. metadata.primingInput serialises fine — but MAFEvaluationHarness.RunBatchAsync is single-turn. → Resolution: this is a harness gap, not a format gap, and it is named as such. host.requires: ["sessionPriming"] makes the pack refuse to run against a host that cannot do it, rather than silently grading C-12 as a fresh-session turn (which would make "the headphones you just showed me" refer to nothing and turn a prohibition case into a nonsense case that passes).

(5) Corpus invariants asserted in code. IntegrityCases asserts at type load that pairing is symmetric, that the phantom SKU is genuinely absent from the catalogue, and that the named pivot SKUs resolve. → Resolution: corpora[].invariants: ["paired-symmetric", "skus-resolve", "phantom-sku-absent"] name registered ICorpusInvariant implementations run at pack load. An unknown invariant key is a load failure; a failing invariant is a load failure. They are not evals and never produce an EvalResult — they are preconditions on the corpus, checked before the first case runs.

Drift protection for (1)–(5) without runtime indirection. metadata.inputSource records "GalaxusDemoPrompts.NadiaLatentInterest". The corpus stores the resolved literal so the pack is self-contained and reviewable; agenteval pack verify --against-code re-reads the constant and fails if the literal has drifted. This preserves the sample's R-10 property (demo and eval cannot diverge) without making the corpus unreadable through an indirection layer.

4.5 One honest warning about expectedTools

Per AE-02, DatasetTestCase.ExpectedTools is populated by all three loaders and read by no agent-harness path. A pack that declares expectedTools today gets a silent no-op — the flattering direction. → Rule until AE-02 lands: pack validate emits a hard error (not a warning) if any case declares expectedTools and no enabled eval declares it consumes them via config. Better to refuse than to ship a corpus field that reads as coverage and measures nothing.


§5. BASELINES AND COMPARABILITY

This is the section that exists because of a real failure: ids stayed 50/50 stable across a 50/50 corpus REDRAW. An id match is never a same-item claim. The design below makes that detectable rather than plausible.

5.1 The comparability rule

Two pack runs A and B are COMPARABLE iff all five hold:

  1. pack.id equal and pack.contentHash equal — same evals, thresholds, gates, floor derivations, control declarations.
  2. The corpus id sets are equal and every corpusHashes[id] is pairwise equal.
  3. agentEval.configurationId equal — same subject configuration.
  4. For every eval whose result provenance.type is atomic-llm: the resolved judgeFingerprint is equal.
  5. Neither verdict is VOID.

Each failing clause has its own name and its own remedy:

Note the asymmetry, and it is the whole point: clause 3 differing is the intended comparison; clauses 1, 2 and 4 differing mean the two numbers are not measurements of the same thing.

5.2 The case-level drift report — the specific defence

CORPUS_CHANGED is never reported as a single boolean. pack compare prints three sets, and the third is the one this design exists for:

Per-case hashes are recorded in the run (scenarios/<id>.json gains "caseHash"), so Redrawn is computable from two runs without either pack still being on disk.

5.3 What the tool does when hashes differ

  • COMPARABLE → emit deltas, and where the design pairs (same case ids, both non-void), run ExactTests.TwoSidedSignP and report MinimumAttainableP alongside. An underpowered comparison says so instead of quoting a p as if it could have been significant.
  • INCOMPARABLEemit no deltas at all. Print the classification, the differing hashes, the field diff and the drift report. Exit 13 (Incomparable). Not a warning line above a table of numbers — the numbers are not printed.
  • DEGRADED → emit deltas with every row stamped "comparability": "degraded-judge-changed".
  • --allow-incomparable exists for the operator who genuinely means it. It stamps every emitted number with "comparability": "asserted-by-operator", records the operator assertion in the output document, and refuses to promote a baseline. There is no silent path.

agenteval pack baseline promote refuses a VOID run outright, and refuses a run whose pack.contentHash no longer matches the pack on disk (i.e. the pack was edited after the run).

5.4 The baseline shape — fill the empty slot, do not fork

FileSystemLayout.BaselineFile / BaselinesDir / PinnedBaselineFile already exist and are empty on every subject on disk. Fill them. A baseline is a pointer plus a summary, not a copy of the run — reusing SourceRunRef(RunId, ManifestHash) exactly as ComplianceEvidence does, so the audit chain doctor already verifies extends to baselines for free.

Why configurationId is re-derived for packs. AgentBenchmarkConfig.ComputeConfigurationId() hashes seven memory-affecting properties and deliberately excludes Temperature, MaxTokens, AgentType. That is right for a memory benchmark and wrong for a general pack — temperature is exactly what a stochastic-stability or hypothesis-comparison pack varies. Packs use a PackConfigurationId over the same JSON-array-payload construction (so separator characters cannot collide) with those three added, and the input list is written into the manifest's provenance so a reader can see what was and was not hashed. The 12-hex-char truncation is kept for continuity with the shipped configuration_id and its stated purpose — same id = timeline, different id = radar.


§6. CONTROLS AND FLOORS IN THE ARTIFACT

ADR-030's load-bearing rule holds without exception: meta-evaluation never implements IEval. A floor is a field on a score. A control is a run of an eval. A comparison is a function of results.

Refuted by ADR-030 §3.2 — §12.2 row 7. The banner at §0.1 already declares this body stale; floors live in Details.Dimensions["chance_floor"] + evidence, never on the score.

6.1 A floor cannot be declared as a number

The manifest carries a derivation, never a value. The schema's from pattern ^\$(pack|corpus|case)\. makes a result-derived k unrepresentable — you cannot author the sample's recorded defect (the arm sizing its own null at k = PresentedCount) in a pack manifest, because there is no syntax for it.

At run time the floor is derived by ADR-030's API-1 and lands on the existing result model:

Zero new result types. eval-result.schema.json v1 already permits all of it.

6.2 Three layers that make "a score without its floor" impossible

  1. Schema. evals[].floor is in required. There is no way to omit it. kind: "undefined" demands a reason, so undecidability is declared rather than absent.
  2. Load. pack validate fails when gates.requireFloors is true and an enabled gating eval resolves to a floor kind that the registry cannot derive from the declared from inputs — e.g. a from key that no corpus or case supplies. This fails before spend, following the EvalCommand.cs:180 precedent of validating metric names before the first network call.
  3. Report. The pack reporter refuses to emit a score whose EvalScore.ChanceFloor is null while its manifest entry declares a floor kind ≠ undefined. It writes VOID instead. The floor comes from the manifest and the input; it can never come from the result. That is the gate self-examination rule made structural, in the direction that matters: the artifact under test supplies no input to its own bar.

And the bar is the max. A score above threshold but at or below floor + margin is not a pass. "catalogue_integrity" above uses thresholdMode: "absolute" with threshold: 1.0 precisely because its floor is a measured constant-policy ceiling (10 of 14) and the gate requires all 14 — the floor bounds the claim, the threshold is the claim.

6.3 Controls: an un-tripped gating control voids the run

controls.json in the run directory holds ADR-030 API-2's outcomes verbatim:

VOID is not FAIL. FAIL means the subject failed the bar. VOID means the measurement is inadmissible — no score in the run may be quoted. The report renders the wiring fault first and the scores below a banner saying they are not evidence. summary.json carries the ledger so a downstream reader cannot pick a cell out of the scenarios without meeting it.

Advisory outcomes are persisted and rendered beside every cell they qualify. The sample's own structural gap is that a failing advisory row changes nothing downstream; a pack must not inherit it, so the reporter is required to print the advisory line adjacent to the score it bounds, not in a footnote section.

6.4 The floor ledger — a pack cannot report a score without it

FloorLedger is embedded in PackBaseline and written into summary.json. A baseline without its floors is unreadable — a "0.42" is a different fact against a floor of 0.083 than against a floor of 0.40 — so the two are carried together or not at all.

6.5 Applicability, and minApplicable

EvalScore.Applicable == false cases are excluded from denominators and counted. RunStats gains Inapplicable:

applicableFraction = (Total - Inapplicable) / Total. Below gates.minApplicable the run is VOID, not PASS — the "silent-{}" shape, where applicability is read off the result instead of the input, is precisely what an all-inapplicable green run looks like.

6.6 profiles/expected.json is ADVISORY, and that is a correction

archetypes.json's expected_scores is the nearest existing precedent and it is dead data: it is copied verbatim as an embedded resource and read by nothing — not by report.html, not by any C#. Copying it as a gate would ship a hand-written number as a pass bar, which is the bar-supplied shape of the gate self-examination rule.

So: profiles is rendered beside scores as context and never compared automatically. The Galaxus doc's own correction is the argument — a hand-enumerated degenerate score was wrong in both directions until it was measured on every run.

A degenerate expectation must be realised as a control, not declared as a number. That is what floor.kind: "constant-policy" + controlRef does: the floor for catalogue_integrity is whatever the two constant policies measure this run, recomputed every run, so a corpus edit cannot silently invalidate it.

Two rules the pack runner enforces, both from AE-01's discrimination test:

  1. N assertions declared ⇒ N assertions recorded, whether 0 or all of them failed. A fix that records only failures passes "2 of 5 failed" and fails "0 of 5 failed"; the pack's round-trip test asserts both.
  2. An assertion-backed eval is advisory by default. evals[].kind is not needed — an eval whose score is passed/total over collected assertions declares floor.kind: "undefined" with a reason, because an assertion suite generally has no derivable chance rate. The way to make it gating is to ship a negative control that a degenerate agent fails — which is exactly what SingleShotWorkflow does for workflow_topology. Floors and controls are the two halves of one mechanism: where you cannot derive a floor, you must measure one.

eval and bench are not touched. eval --dataset stays Required = true; its header comment is explicit that the option shape is preserved verbatim because CI depends on it, and demoting it to make room for eval run <pack> would be a documented breaking change bought for nothing.

--dry-run is not optional polish. It runs every case through the real code path with a stub subject and a stub judge, spends nothing, writes nothing, and returns a full VOID-shaped result. Standing protocol: dry-run every case → one real case → the full run. The probe tool's --dry-run caught a shadowed-variable crash on its first execution; a pack runner without one is a paid discovery of the same class of bug.

8.3 The core additions this needs (the honest build list)

Nothing here is invented for packs alone — every item is an existing gap with an existing consumer.

⚠️ C2 is NOT closed by this. The dictionary's own comment conceded that ProhibitedActionsEval cannot be dispatched because the table cannot supply an IPolicyResolver. That is still true, and the shipped registrar still does not register it — the count is 40, not 41. What changed is only that the missing capability is now a missing factory parameter rather than a missing dictionary entry. ⚠️ And a stale sentence was found while moving the table: the dictionary's comment claimed ProhibitedActionsEval "is dispatched via a no-op IEval shim that returns SKIPPED — keeping the 11-Safety count for routing tests". No such shim exists. grep -inc prohibited over the file as it stood at acd7ab32 returns 1, and that one hit is the comment itself — there is no prohibited_actions key, no shim type, and no entry in the 20-key carve-out list either. The 11 Safety keys are 11 real evaluators and prohibited_actions was simply absent, from both the dispatch table and the declared omissions. The claim was not carried over into the registrar.

8.4 Exit codes

Reuse ExitCodes and BenchExitCodes.FromLabel unchanged for pass/warn/fail/indeterminate, then two additions:

BUG-22's lesson is the reason these are two codes and not one: code 2 once meant bad-args and gate-FAIL and judge-misconfigured, and CI could not tell them apart. A pack runner that collapsed "the subject failed" and "the instrument is void" into one code would re-introduce exactly that defect — and in the flattering direction, because a team that sees FAIL investigates the agent instead of the harness.

Note also that 11 already means "nothing was measured" — the same concept the Galaxus suite reinvented as its own exit 3. The pack runner adopts 11; the sample should be reconciled to it, or the divergence documented in its README.


§9. PORTABILITY LIMITS — stated plainly

⚠️ SUPERSEDED 2026-09-05 by §0.3. This section's claim that a pack is portable "as an executable suite to any machine that has (a) the eval assembly and (b) the host project" is the specific sentence the worked example refuted: there is no eval assembly (0 of 9 evals implement IEval), and the pack cannot express this suite even inside this repository. Read §0.3 instead; what follows is kept as the record of what was claimed.

What a pack CARRIES

  • The cases, as literal text in a standard dataset format, loadable by the shipped Csv/Json/Jsonl loaders — reviewable in a pull request, diffable, hashable.
  • The rules: which evals, at which versions, with which thresholds, gates, weights and per-eval config.
  • The floor derivations — the formula and its input references, never a value.
  • The control declarations — name, registered control key, target eval, and the one-sentence expectation naming the specific way it must break.
  • The judge declaration: model id, prompt id, prompt hash, certification mode and cert reference.
  • The hashes: pack contentHash, per-corpus fileHash + caseHash, per-case hash in the run.
  • The provenance: who generated it, when, at which AgentEval version, from which commit.

What a pack DOES NOT carry — and cannot be made to, at v1

  1. The subject. This is the honest headline. Today the CLI can construct exactly two SUT shapes: a plain OpenAI-compatible/Azure chat deployment, and Copilot Studio. A tool-using agent, a workflow topology, context providers, memory providers, approval-gated commit tools, and the manual-binding pattern the Galaxus host opens with are all code. AzureChatAgentFactory's own remarks say so — "a richer agent-manifest schema (multi-provider, tool-using, custom-shape) is deferred to a dedicated ADR" — and the stub banner tells operators the only escape hatch is to write a small program. → The pack names a host entry point and fails at load if it cannot be found. It does not fall back to a stub and produce a green run.

  2. The eval implementations. evals[].key resolves against loaded assemblies. A pack referencing catalogue_integrity@1.0.0 is inert without the assembly that registers it. pack validate fails naming the unresolved keys.

  3. Predicates over domain objects — the catalogue, the product graph, the record store. §4.4(1).

  4. Host capabilities — surfaces, profile overrides, prompt sources, session priming. Declared in host.requires, satisfied in code, checked before spend.

  5. The harness's multi-turn capability. MAFEvaluationHarness.RunBatchAsync is single-turn; a pack that needs priming declares it and refuses to run rather than grade a nonsense turn.

So what is portable?

A pack is portable as a review artifact anywhere, and portable as an executable suite to any machine that has (a) the eval assembly and (b) the host project. It is a portable specification of a measurement, not a portable agent.

Concretely: it survives a machine change, a clone, a CI runner, a six-month gap, and a reviewer who has never run it. It does not survive being handed to a team that does not have your code. Saying otherwise would be the artifact-vs-system inference error in a new costume — proving a fact about our manifest and concluding something about their runtime.

The path to more is the deferred agent-manifest ADR (plan-13 T3.11), implemented as an ISutTarget — a pack target with SupportedVerbs = {eval, bench} slots in without touching a single command class. That is a separate, larger piece of work and this design does not pretend to do it.

§10. OPEN QUESTIONS

  1. Where does the pack root live in a non-repo consumer? agenteval/ at the repo root is right for a repo. For a NuGet-distributed pack the answer is probably an embedded resource with the same layout — not designed here.
  2. Does evals[].versionPolicy: "compatible" mean semver-minor? Proposed default is "exact", because an eval version bump changes what the number means and should force a re-baseline. "compatible" is offered but should probably be removed before v1 unless someone can name a case for it.
  3. Cross-pack aggregation is deliberately absent. If a consumer wants one headline number across three packs, that is a new design with its own weighting argument, and the weighting is the whole content of it.
  4. MemoryBaseline convergence (W7). PackBaseline deliberately mirrors its field names. Whether AgentEval.Memory's IBaselineStore / BenchmarkManifest are promoted to Core and re-expressed on top of PackBaseline, or left alone, is a follow-up. Note ISkillBaselineStore already forked the same idea a second time; a third fork is the failure state.
  5. Judge fingerprint format. Proposed: reuse the Gatekeeper cert's azure:<host>:<deployment>@<12hex> shape verbatim rather than invent one. Needs confirming that the resolved fingerprint is obtainable from JudgeFactory without a live call.
  6. sourceManifestHash is recorded and never verified today. Packs must not repeat that: doctor gains a check that a run's pack.contentHash still matches the on-disk pack, and reports PACK EDITED SINCE RUN rather than staying silent. A recorded-but-unchecked hash is a comparability claim with nothing behind it.

§11. WHAT WOULD MAKE THIS DESIGN WRONG

  • If pack compare ever prints a number under an INCOMPARABLE classification, the design has failed at its single most important job.
  • If a pack can be authored whose floor comes from a result field, §3's schema is not doing its work.
  • If a VOID run can be promoted to a baseline, or renders like a FAIL, the distinction is decorative.
  • If host.requires can go unsatisfied and the run still spends money, the load-time gate is not where it claims to be.
  • If a sixth result model appears, ADR-030 §5a's mitigation has been broken and the pack lane is the one that broke it.

§12 — Amendment 2026-09-07: what the join and compare moved in this record

Tree: d563fd9d on joslat/digitec-galaxus, clean; every number below was re-taken by the command beside it. Nothing above §12 is rewritten; each stale sentence carries a one-line pointer here. Line references of the form :N into this file are to it as of d563fd9d, before the pointer lines this amendment inserts (each pointer shifts every later line by one); path:line references into src/, samples/ and tests/ are unaffected. Per the header, where the body (§1–§11) disagrees with §0.1–§0.3 or ADR-030 the body loses; this section adds ADR-030 §11 and ADR-032 to what it loses to.

12.1 What the join changed about V1–V7 and the Stage-2 gate

  • V1 is confirmed by construction. Comparability lives on the run, not on a manifest: EvalResultPersistence.ComparabilityOf (src/AgentEval.Core/Evals/EvalResultPersistence.cs:148) records the eval key, version, effective bar, floor and judge on each ScenarioResult (:121), S2 added the stimulus, and RunComparison gates on evalKey / evalVersion / effectiveBar / judge / judge.modelId / judge.rubricDigest / stimulus (src/AgentEval.Core/Output/RunComparison.cs:155, :322-339). Nothing in RunComparison.cs or CompareCommand.cs reads the manifest's Harness or EvalProject strings (grep -c 'Harness\|EvalProject' → 0 and 0). That is V1's sentence made code.
  • V3 moved by one eval of nine. samples/Galaxus.RecommendationAgent.Evals now names IEval in 3 files and MAFEvaluationHarness 66 times (grep -rl '\bIEval\b' … --include=*.cs | wc -l; grep -ro MAFEvaluationHarness … --include=*.cs | wc -l). One AtomicCodeEval (NamedSkuNotPresentedEval) is admitted through AddEval(eval, floor) as one check of Eval 04 (.AddEval( → 1 call site). Eight evals and every other check still print to Console and return exit codes. V3's "nine ports" is now eight and a fraction; the direction is right and the size is not materially different.
  • V2, V4, V5, V6 and V7 are untouched by anything since 2026-09-04. V2 gained a second application in the tree's own reasoning: ADR-032 declines a definition content hash on exactly V2's ground (nothing reads one; a hash over prose kills itself on first use).
  • The Stage-2 gate is unchanged — a second subject through registry + facts + compare. C1 (EvalRegistry, 2026-09-07, with the corrected factory signature) and AE-04 (the join) are the two Stage-2 preconditions met since the verdict; what remains is the second subject. ADR-032's BenchmarkRunner is designed to be that subject at zero CLI change (one run per (arm, rep), scenario id case·check), but it is Proposed and gated: the price fell, the gate did not open.

12.3 One name for this ADR's status

The header (:5) says REJECTED AS SCOPED … SHIP REDUCED; docs/adr/README.md:54 said Proposed (reduced; …). Two names for one state. Reconciled to the header's: the README row now reads Rejected as scoped; SHIP REDUCED with the per-item state (S2, S5 shipped; S3 half; S1 deferred; S4 gated on Q5). "Proposed" implied a pending ratification and there is none — the five surviving items are individually shipped, deferred, half-shipped or gated, and none awaits a decision on the pack.
